The Enlisted Model 1939, M-1939, Coat was designed to be worn with a long sleeve, olive drab, flannel fabric, shirt with two chest pockets and closed in the front with 6 or 7 buttons. The summer weigh uniform was worn with a tan cotton shirt of similar construction to the previous examples. Enlisted Service Members and Officer's could wear the shirt without a coat as an outer garment, with rank or grade worn on the sleeves for Enlisted Service Members and on the shoulder loops or collar with corresponding arm of service for Officer's.
